This affidavit was filed by the Corporation of Catholic Entities Party to the Indian Residential School Settlement (CCEPIRSS) in response to the 2013 Request for Directions filed by the Attorney General of Canada regarding CCEPIRSS’s implementation of the 2006 Indian Residential Schools Settlement Agreement (IRSSA). In the Request, Canada had questioned CCEPIRSS’ deduction of its legal fees from its financial payments under IRSSA. At the time of the affidavit, Lionel Nolet was a Chartered Professional Accountant and a partner in the firm of Marcil Lavallée, the external auditors for CCEPIRSS. In the affidavit Nolet provides a detailed financial breakdown of the administration costs claimed from CCEPIRSS to Canada as of April 1, 2014.

This document includes Nolet's affidavit dated April 17, 2014 and Exhibit "A", which comprises: a letter from Nolet to the CCEPIRSS Board of Directors dated April 15, 2014; a letter from Nolet to the CCEPIRSS Board of Directors dated April 9, 2014; and a chart prepared by Nolet entitled "Corporation of Catholic Entities Party to the Indian Residential School Settlements: Actual Situation as of April 1, 2014 of Administration Costs Claimed from CCEPIRSS to Canada."

The Indian Residential School History and Dialogue Centre (IRSHDC) received this record from The Globe and Mail. While the media reported that these records are not sealed or under a publication ban, to gain access to the records The Globe and Mail and CBC submitted a formal court application to the Court of Queen’s Bench for Saskatchewan in 2021.
