This affidavit was filed by the Attorney General of Canada in support of its 2013 Request for Direction regarding the implementation of the 2006 Indian Residential Schools Settlement Agreement (IRSSA) by the Corporation of Catholic Entities Party to the Indian Residential School Settlement (CCEPIRSS). Canada was concerned about CCEPIRSS’s deduction of its legal fees from its financial payments. It filed the affidavit of Pamela Stellick to explain the context within which Schedule O-3, the agreement between Canada and the Catholic Entities, which was part of IRSSA, was concluded. At the time of the affidavit, Pamela Stellick was a Senior Analyst with Aboriginal Affairs and Northern Development Canada (AANDC), Settlement Agreement Policy and Partnerships.

In the affidavit Stellick discusses her knowledge of the background to IRSSA, the structure of the Agreement, the Corporation of Catholic Entities Party to the Indian Residential School Settlement (CCEPIRSS), the financial commitment of the Catholic Entities, communications with CCEPIRSS, and the status of contributions made by CCEPIRSS.

Archival History
The Indian Residential School History and Dialogue Centre (IRSHDC) received this record from The Globe and Mail. While the media reported that these records are not sealed or under a publication ban, to gain access to the records The Globe and Mail and CBC submitted a formal court application to the Court of Queen’s Bench for Saskatchewan in 2021.
