This report summarizes a discussion arranged the Residential School History and Dialogue Centre between First Nations leaders, lawyers, community members and those working in government. The topic of discussion was of the potential challenges in implementing Bill 41, Declaration on the Rights of Indigenous Peoples Act (DRIPA), which was introduced into British Columbia’s legislature on October 24, 2019. The report includes a technical review of the bill, a primer with detailed explanation of DRIPA, and a summary of some key discussion points at the session. Some of the issues highlighted include the government’s lack of trust in “Indigenous governing bodies,” whether DRIPA will make a difference regarding consent, and the development of an action plan for moving forward.
