The Catholic Entities and the Agreement in Principle

With the fall of Paul Martin's government imminent, lawyers sought to conclude negotiations early. Representatives from Canada and CCEPIRSS met behind closed doors to broker an agreement. The settlement made significant concessions to the Catholic entities. CCEPIRSS agreed to 1) pay $29-million to the Aboriginal Healing Foundation within five years, 2) provide $25 million in in-kind services to Survivors over ten years, and 3) undertake a national fundraising campaign with the goal of raising $25-million for Survivors in the following seven years. Canada allowed CCEPIRSS to qualify its fundraising commitments using the phrase, "best efforts."
