Description
Assembly of First Nations' (AFN) National Chief Phil Fontaine called for an examination of the ADR model, highlighting major flaws. The AFN published Report on Canada’s Dispute Resolution Plan to Compensate for Abuses in Indian Residential Schools noting that reconciliation could not be achieved by compensation alone. Truth-telling, healing, and public education were also needed. A 2005 study of ADR by the House of Commons Standing Committee on Aboriginal Affairs and Northern Development was critical of the process too, recommending court-supervised negotiations with the goal of a settlement.
