"Presents the report of a committee authorized to examine and make recommendations on the application of key issues arising out of the Nisga'a Agreement-in-Principle to treaty negotiations throughout British Columbia, and on how progress can be made towards treaty settlements with Aboriginal people beneficial to all British Columbians. The committee process included public hearings and receipt of written submissions from interested parties. Comments received and committee recommendations are summarized under three types of issues: those arising from the Agreement, including issues related to fisheries, forest resources, self-government, taxation, wildlife, and ratification; those related to the treaty process, including community involvement, education and awareness, and capacity to participate; and other issues such as bands outside the treaty process. The appendices include a summary of recommendations, minority opinions, and lists of oral and written submissions. "
